The EU Legal Integration Survey: An Expert Survey on the Response of Domestic Highest Courts to the Legal Integration Process

Lawyers and legal experts have deep, intimate knowledge of legal structures, judicial processes and attitudes, but this knowledge is rarely made available in a form that makes it easy for scholars elsewhere around the world to retrieve, aggregate and exploit for the purpose of answering new research questions.

The CONREASON Project, based at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, seeks to unlock legal knowledge by conducting online expert surveys on judicial attitudes. Our first survey focuses on judicial attitudes towards European law and European integration in Europe. The EU Legal Integration Online Survey looks at how supreme and constitutional courts respond to the legal integration process and how their responses are perceived by legal experts. We are interested in knowing the opinions of all those who are potential experts in the EU legal integration process: academics, judges, law students, etc., whether they specialize in private or public law, and whether they have academic interests or not.

The online questionnaire takes only a few minutes to complete. You can choose on which court you wish to report among the 65 judicial bodies identified as “highest court” in the 27 EU Member States. You can even take several surveys in case you want to report on more than one court. We are interested in all the 65 highest courts, whatever they have said or not said about EU law, and irrespective of their constitutional status (knowing the position of the German Bundesgerichtshof or the Belgian Council of State is just as important as knowing what the Bundesverfassungsgericht or the Belgian Constitutional Court has said on the issue).

Please feel free to contact the CONREASON Team (conreason@mpil.de) with questions and remarks regarding the questionnaire. Feedback is always welcome.

The survey promises to greatly enhance our understanding of legal integration across the EU while demonstrating how new research tools can serve to unlock legal knowledge. That is why we really want to encourage you to complete our questionnaire.

Many thanks!
